Your logic makes sense. Let me look into this and see what I can do. I'll try and make that video of me using P mode today.
Here's a video of me resetting the Canon and CHDK settings, then attempting to override Canon's 15 second shutter with a 2 minute shutter. I end up with about a half second shutter. Also when you reset the Canon settings, make sure 'Safety Shift' is disabled as this can also affect the CHDK overrides.Phil.
