SX160 - Video Bitrate Control?

Video Quality control has been enabled for this camera, but not Video Bitrate, (which has the greatest effect on video compression quality).

What's involved in enabling this?

I don't believe anyone ever figured out how to implement this for the cameras that use .MOV/h264 video.
