Tried it... Exposure still doesn't go beyond 1/8s though, and ISO never exceeds 400

To start with, I'd suggest updating to the current stable version of CHDK (1.2.0-3364) just to elimate any doubt about some unrelated bug fix changing things.
The code is a bit hard to follow, but for the
Fallback Max ISO value to be used, the required shutter speed needs go be below the specified
Minimum Shutter speed. For purposes of this experiment, I tested like this :
and was able to confirm that it would use the
Fallback Max ISO of 1200 if the
Fallback Min. Shutter Speed was set to
1/60S rather than
Off. When it was set to
Off, the ISO used was 200.
Can you confirm this works as I have described on your camera when it is setup the same way? If so, then its a question of fiddling with the values ( like
Minimum Shutter speed) to see what makes it work for you.
