I have a Canon Powershot A1400IS and recently purchased an AV Cable hoping that I could stream live video to a remote TV monitor while recording. Apparently I can not do this. I can only playback the recorded video to the TV monitor. Is there some way that I can Stream Live Video to a TV monitor while recording or just in the "Stand-By" mode?

We don't have a solution for this limitation (no video out in record mode). The only way you can get live video is over PTP by using the chdkptp client (requires USB connection between the PC and the camera). See http://chdk.wikia.com/wiki/PTP_Extension
