That's suspicious.
When everything is OK, you should see something like

You need to run STICK with admin rights (start it with stickx.cmd), see the "Note for Windows Users" section on http://zenoshrdlu.com/stick/stick.html.

That "failed to load ...libraries" message is the reason STICK isn't working. Those two dlls must be in the same directory as the rest of the stick package (the jar file, bat file etc). Perhaps you didn't unzip the stick.zip file properly or only copied some of the files.

The IXUS 220 will boot from a 4GB card, but since it's a newer camera it needs to be formatted as FA32. I suggest you reformat the card in the camera (using the Canon format menu option) to guarantee it's FAT32 and then use STICK to install CHDK.
