Working with the IXUS 200 I found that it, too has problems with the power button while the play button can always be used to power the camera on. My FW is 101C. When using the power button I usually get the AF Assist light to go on and the LED below the play button and then nothing.
Note: Pressing the power button twice in fast sequence turns the camera on but ends up in play mode.
