I've been getting to grips with setting up manual focus on my A1400s this evening; the process I've used is:

Select >Override Subject Distance, set distance in mm.

Select AF Lock (half press shutter and Left key)

Take picture.

This seems to have worked so far, but I wanted to check that this is absolutely the best way to do it? I measured the mm distance pretty crudely (it was 180mm) from the object to the front of the camera, but is there a more accurate way to do this?

There is not really a "absolutely best way" to lock manual focus with CHDK.  Every camera is a little bit different, and some don't work well at all, so if you find a procedure that works with yours,  run with it.

The situation is somewhat better if you are setting SD in a script by the way.

As far as the actual distance used,  it does not matter too much unless you are using macro distances.  The little lenses and sensors in these cameras have a huge depth of field so you only need to be close.
