Start with http://chdk.wikia.com/wiki/For_Developers but be warned some of it is out of date.

Do you prefer windows or Linux for development?

For windows, you can get the relevant tools  from https://chdk.setepontos.com/index.php?topic=12752.0

For Linux, you should use one of the pre-compiled toolchains suggested in https://chdk.setepontos.com/index.php?topic=12133.msg125084#msg125084

For digic 6, you will also want the patched capstone library for the finder and utilities, described in this thread https://chdk.setepontos.com/index.php?topic=12714.30

The sx60 porting thread https://chdk.setepontos.com/index.php?topic=12532.40 may have some useful hints.
