Maybe a super obvious thing, sorry if that's the case.  But where in CHDK do I combine dark frames on camera with raw average?  In the RAW Develop section?

Not obvious at all - it's a very old and not much used capability of CHDK.  I'm far from the expert but I suspect that the best approach involves using the CHDK File Browser.

There is some information here :
 CHDK Manual : File Browser - RAW Average (you might have to scroll down a bit). 

When even the CHDK manual has blank sections like that, you are definitely out on the "bleeding edge".
