Result is stored in cookies, but the cookie might be a session cookie that goes away when the browser is closed.

If I go first to https://chdk.fandom.com/wiki/CHDK and confirm it there, then I have not confirm at https://starwars.fandom.com/wiki/Main_Page .

If I delete all IE11 Settings/history and go first to https://starwars.fandom.com/wiki/Main_Page and confirm it there, then I have not confirm at https://chdk.fandom.com/wiki/CHDK.
That confirms that it's not something specific to our wiki.

Seems like it might be worth making a bug report to wikia / fandom if it affects all IE11 users in GDPR countries. On the other hand, others have probably already complained in that case...
