Can I control exposure in video recording?

My SX260HS seems to use automatic exposure values in video recording even in manual mode. Moreover the exposure is updated during the recording so indoors it probably uses 800+ ISO which looks awful. Can I control it in CHDK, even at the price of getting darker videos? Can I control shutter speed in video recording?
And if I have only 720p at 30 fps and 1080p at 24fps - can I set different, lower, fps for 720p?
