You can't remove fixed noise with averaging. Only random noise (eg. ISO noise) could be lowered.
Your problem is fixed noise caused by long exposure. (bad pixels are in the same places in all pictures)

@Joshatdot, you have to do some "dark frame removal", I think.

This should help with:
1) pixels that are always white in ALL pictures (you sem to have a lot of them)
2) the light halo in the top left of the screen (usually it's caused by a component in the camera near to the sensor that heats up)

45 frames, 60 secs exposure, ISO 100, with noise reduction, averaged:



The same frames, with brightening (the lightes pixels in each frame, are kept onto other frames)
This adds noise (not too visible at this small size) but saves the stars from being "averaged out"




EDIT: I forgot to add: the first shot was an HDR, this one isn't. I turned off the lights on the trees because htey were making my life too difficoult :-)
