Faux HD video with standard digicams (static scene)

An idea I've had a while back (and probably has been had by a lot of other people) but have never got around to testing, that someone might want to develop or explain why it's not possible:

Compressed video generally consists of keyframes of full frame data interspersed with just the changes, right? So for a mostly static scene (eg landscape with trees gently swaying), why can't we use CHDK to periodically take a full-res photo for the keyframes and then autoswitch to movie mode for the changes, then upscale the video to match the keyframe resolution? The timing might be a little off but it could be effective for short clips for web use etc?

The technology is already available, but it sucks, however I recently saw a little presentation showing extremely good results, including full HD quality, realistic panning, shading and colouring...

Can't remember the link...

That's interesting! If you can recall the link or even just remember what they called the technique, please let me know; I've done a little more searching but haven't turned up anything.

Thanks!

Wow! Impressive stuff. A little more intensive than the kind of thing I was thinking of, but interesting to know what's possible!
