Has CHDK the ability to PLAYBACK a video clip and then take a photo?

James - though CHDK doesn't currently let you do this, I have an experimental build for the A570 which does. If you have an A570 let me know and I'll email the build to you.

PS You'd do better putting this sort of question in "Feature Requests" or "General Help" - I don't often look in "General Chat"
