My a590is 1.01B hangs above 95% quality. I have a card class 10 so it should happen! In the test card has a minimum write speed 15mb/s so why the camera hangs when saving video at 4000kb/s and above?

Your assumption that card speed is the limiting factor appears to be incorrect.
Don't forget what the H stands for.

I just did a test on my A590IS-101b using a SanDisk class 2, 8GB card at 96% and didn't have any problems.

in CHDK benchmark test, write speed raw is only 2829kb/s... write 64kb 3800kb/s. I do not know why the camera does not use the full potential of the card since I have the same model camera as you. I have kingston 4gb class6 and A-data 8gb class 10

Maybe the card's filesystem is fragmented; you could format the card(s) in the camera & install a fresh CHDK copy...
Note - the card may also work slowly with a huge amount of files / images.

I see many users download my battery tester script. But nobody upload the result. I very interesting to result.

 I have GP cells, and Acculoop, and the new formula NIMH, Sanyo Eneloop (HR-3UTGA).
The GP normal NiMH cells used many time, performance now low. Average performance with Acculoop NiMH+, and best the Sanyo's Eneloop (this very new, no long test available)

I think, the camera working time extremely depend on battery quality. The battery internal low resistance very important. Many times used battery internal resistance increased. But different accu manufacturer, different performance.   

The charging, discharging method is important. Quick chargers, and normal chargers differ. And i found the not only NiCD cells required the cell format to restore maximum performance.

Best cells working with 2.000Volt end voltage, and the battery low voltage icon displayed only real near emtpy battery. If battery voltage greater than 2,1-2.2volt and low battery warning displayed, your battery not ideal for this camera. 

I interest your battery, accu (NiCD, NiMH, low self discharge NiMH, or special battery (for example Lithium based AA cells) performance.

The A590IS from a menu can control sharpness, contrast and saturation...
But is there a way to control noise using chdk?
I'm sure Canon has some built-in code to do that for jpgs.
