is it possible to set up directory structures for adding a new camera which would include dummy files giving brief instructions of how the correct files should be created

i've searched through the forum and not all of the information seems to be available - ie how ps.fir files are produced

it would give newbies (i.e. me) some idea of how to proceed.

As for a template directory structure, just pick a similar camera, and use the loader and platform directories from that as your starting point.
