I tried reformatting the card and putting a fresh copy of CHDK on it without success, the empty directory problem still persists.

This time however, I partitioned the card using the SDM Installer 1.75 (ver 0.15) into a 2MB and 7GB partions. (like last time)
Then I used CardTricks 1.43 to format the 2 MB bootable partition to FAT16 (instead of FAT12 that the SDM installer uses).
I then copied the newest version of CHDK 0.9.3-681 onto the 2 MB bootable partition. The 7GB partition was formatted FAT32.
CHDK boots, the camera saves pictures to the 7GB partition, but it still sees empty directories.

Apparently formatting the 2 MB boot partition to FAT16 does not solve this problem.

If I understand correctly, you are copied files from PC to CHDK folder in first (small FAT) partition and cannot see these files in CHDK file browser. At the same time you can see jpeg files from second (FAT32) partition in CHDK file browser. Do you expect that CHDK/camera can read files from both partitions at the same time?

I think I see what's going on. I don't have access to a card reader at the moment, but I do now see a DCIM/ directory alongside CHDK/ in the File Browser. Tell me if I'm wrong on any of this:

The File Browser is browsing the large FAT32 partition, not the smaller FAT16 one. The directory hierarchy under CHDK/ has nothing to do with the one I placed on the small partition; rather, it is a new, empty tree created by CHDK when it first started up. CCHDK.CFG is visible because it was similarly created by CHDK on the larger partition. And everything on the smaller partition is inaccessible.

So, what, then---the small partition should basically have DISKBOOT.BIN and nothing else? Also, is it "the way things should be" that the CHDK directory live on the larger partition? The wiki's Bootable_SD_card page led me to believe that the first partition was meant to hold all the CHDK-related files, when it suggested a size of 16MB.

And when you say that the CHDK and camera can only see one partition, is that a broad technical limitation, or merely the effect of the multiple-partition-support bug? (I.e. is this just the way things are, or a bug to be fixed?)

The Canon firmware really only expect to deal with one partition at a time. CHDK tricks it into using the second one after loading. It's possible that CHDK could access both (vxworks certainly has the functions to do so), but it's not really a bug that it doesn't. The small partition is strictly to get the camera to boot.

When you swap partitions, all the files that you want to access should be on the large partition.
Don't forget what the H stands for.

everything is normal, for multipartition only diskboot.bin is needed (and use) on the first partition, everything else is on the 2nd (big) partition. there is no bug.

...and if you found something in Wikia to suggest that scripts, settings etc belong to the tiny boot partition, you should fix it or if you feel unsure, provide a link so someone else can do that.

And if a tool such as card tricks has somehow led to believe this (or even installed it for you in the wrong place), contact the author of that tool.

THANK YOU!!!!! My problem is solved!!
When I examined the large partition (7GB) with my computer, I found the same empty directory structure I had seen on the camera. By copying CHDK to the large partition I now have access to all the scripts, books, etc.
