Where to get adc.exe (or source?)

The link on the wiki page points to here:

Inside:

http://grandag.nm.ru/hdk/blinker/blue/

there is "adc.exe" but clicking to download that redirects me to a Russian homepage. I can't read any of the text, but since it's the top level of http://www.newmail.ru/ I assume that it isn't just a "click here to continue your download" page...

Where else can I get this? Is the source available, and will it run on any platform other than windows?

The adc.exe (and all other stuff) is located in the http://grandag.nm.ru/hdk/blinker/blinker.rar archive.

Ah.... beautiful - I did download that one earlier, but it's one of those archives that dumps its contents in a bunch of directories so I didn't notice the /decode directory there...
