I was reading the User Quick Start pdf and it says that Dry OS (like SD1100) can now use the firmware update method to load CHDK. Does this mean it's not longer necessary to format cards to FAT16? I'm planning to use a 8gb card but it the CHDK for SD1100 doesn't support mutipartition then I would have to use <4gb cards?

You can load CHDK manually using the "firm update" method if there is a PS.FIR or PS.FI2 for your camera (except the SX1, which is broken for some reason). This does mean that you have to start in play mode and go through the menu every time you want to use CHDK.

The latest autobuilds should contain a PS.FI2 for the SD1100
