hey i was wondering if it is possible to control parts of the image sensor seperately. like setting values for the individual pixel sensors.

well anyways my idea is probably not possible or practicle now but in a few yrs who knows

What kind of values ? In general, digital camera sensors only have a few readout modes available in the hardware.
Don't forget what the H stands for.

well i was thinking of evaluating the overall contrast of the scene and adjusting ISO of individual areas of the sensor to compensate for over/underexposed areas of the scene to achieve a wider dynamic range.

obviously it wouldnt be simple and would have to be limited to a +/- range but was wondering if it is possible

This is not possible.
Sensor hardware does not support this, so there is nothing you can do.
