I do not know if anyone will know the detailed answer, but I will ask anyway.

How would you compile the IJPEG Library for ARM target and add to CHDK project  ?

Even if you can, I would guess that it is of no practical use with CHDK, presumably being too large and relatively slow.

It would be far better to figure out how to use the built in jpeg processor.
