1) The spot meter has been developed somewhat before:
http://chdk.setepontos.com/index.php/topic,4286.new.html#newBut I've tried it and I don't think it's fully developed. This would be really helpful to many film photographers as spot meters are really expensive, and a point and shoot could also be used for proofing composition, color, etc.
Actually I think it could be more than a spot meter, it could be a general reflective meter, and a histogram that relates to film exposure would be awesome also.
2) A shutter speed tester would be great too. Here's one someone made using a computer sound card:
