Hi,
Is it possible to develop 848 x 480 video mode for canon cameras which support 640x480 ?
Some of panasonic still cameras had this resolution for video recording, and its better for 16:9 screens.
Hd video can be impossible for these models but, this resolution may be possible since it uses same height.(480px)

No.

It may be possible that Canon might have been able to choose to do that for some cameras (depends on sensor) at a reduced frame rate (if the HW could do this the way you wish for, they would've included it), but this is not something CHDK can do. Especially not as long as DSP stuff is uncharted territory.
