Why can't some people find the "Add Poll" button?

Because it's at the very bottom of all posts on the right?

People assume that list of controls is the same as the one at the top?
0 (0%)
People like me are too lame to find it? :)

It's a secret and nobody wants to tell others where it is?

For moderators there is the workaround: to create a new poll and merge an existing topic with it. :)

I don't think so. From my p.o.v. polls are bad conversation threads, so they should be used under specific circumstances.

So, if a poll is needed, create a thread that has that intent only.
