Is there a superfine option for older camera models in chdk ?   I can't find it.
And my camera itself has superfine(jpeg) quality option in its normal setting menus, is it same thing?
But im using crw(in dng format) for maximum quality.

No.
CHDK's "SuperFine" option just activates the Canon SF mode on cameras where Canon disabled this mode in the menu.

Yes.

So the JPEG setting doesn't matter at all...
RAW files are always unmodified sensor data, no setting (neither in CHDK nor in the Canon menu) does influence the quality of the raw image.
Only the badpixel mapping may change some pixels (in RAW and in JPEG images) to eliminate defective pixels.

I'm thinking of buying this camera and just wondering if the CHDK video bitrate controls work with the sx20?

It looks like video quality control is implemented on this camera. This isn't exactly a bit rate control.

Just FYI, this seems to have very limited value on recent cameras (all the ones that use H264 rather than MJPEG). You get much bigger files without noticeable quality improvement.
Don't forget what the H stands for.
