Why is task priority normally set to 0x19 and stack size to 0x2000 ?

Why does  _CreateTask reference core_spytask() via function spytask(long ua, long ub, long uc, long ud, long ue, long uf) whereas init_chdk_ptp() is referenced directly by _CreateTask ?
