For iuxs 70 149 Prop. case is ISO mode (Auto, Hi, 80 and so on). More correct operations with ISO via CHDK are in AUTO Iso mode. Therefore CHDK turns on AUTO-Iso mode in this case. Changing of 149 Prop. directly leads to unpredictable results from point of view white balance at least (there were some experiments with this prop. case. You are not a first). And Grand set_iso_dagerous operates with this property case!
Real prop. cases that affect ISO for that model are PROPCASE_SV=>247, PROPCASE_DELTA_SV=>79
I'm sure that ISO 6400 for IXUS 70 is out of its hardware limits and all you see are color artefacts
My advance. You can more correct test hardware limits of your camera in such sequence of actions:
1.Set ISO mode to AUTO
2.Go to menu entry "Bracketing by ISO".
3.Set bracketing direction to "+".
4.Set some ISO shift. For Example of 20
5.Choose some initial value for ISO via menu entry "Iso override". For example of 10
6.Set continuous shooting mode
7.Capture set of shoots
8.Analize histogram shift at each step and fix moment when there is not differences between shoots
9.See Exif info for extreme points you recieve via Exiftooll (here you'll see marketed values)
This way is of 99% right way for most of cameras
