You need to read the pages on setting up your development environment. Using some random toolchain built by someone else will not work. CHDK is very particular about having it's toolchain correctly built. I suggest using one of the pre-built ones linked from the wiki.

For disassembling, you'll want to look at http://chdk.wikia.com/wiki/GPL_Disassembling

Keep in mind that if you do not have a good working knowledge of C and assembler fundamentals (not necessarily ARM, you can get the specifics from the reference docs, see http://chdk.wikia.com/wiki/Developer_Technical_Documents) you will not be able to make a port.
