Is the 12 bit RAW data linear so theory limit is 12 Stops ?

I like to know if the Data in the RAW file is linear so 12 bit and 12 Stops and Contrast of 4096:1 is possible.
or is it not linear so more Dynamic is possible.Does somebody know this ?
