I tried to find a way to anchor a "new comment" link to the bottom but I think you'd have to go into the Wikia's theme formatting to do something like that.

I see the only way:
Move all comments to separated template.
Include that template between the header and footer messages.
Protect Talk:THANKS page.

After that nobody will be able to modify Talk:THANKS page. They will be permitted to add/edit the template with comments.

So, as I've modified that page in the way as described, you can check. (I can't do it because I have permission to edit anything :))

I can move out the header to an another unprotected template, so anybody can change it (but it still will difficult to change it by mistake).
