If you have used any kind of digital zoom it is normal and unchangable. RAW shows what the exactly is on the sensor - without any corrections that are done further by Canon firmware. This includes:
- digital zooming (it just takes a data from a part of the sensor for further steps)
- lens disortion correction (you can see, that lines that are straight on JPG might be not straight on the RAW)
- colors modifications (contrast, white balance and so on).
So - if you RAW shows more than JPG you have to use optical zoom or stand closer to the object...
