The SX40's HD is too data rate intensive.  22mb / sec is 'too much'.

Who's seen examples of methods to reduce this data rate ?  Have you seen examples online of quality?

What's lacking is something less than what's provided by Canon in 16:9 mode. 
or
Maybe you can guide me to something missing in my particular setup?

CHDK is running but it's new to me.

You should be able to reduce the quality in the CHDK video parameters menu.  See http://chdk.wikia.com/wiki/CHDK_User_Manual#Video_Parameters

You can't change the resolution from what Canon offers.
