I teach  technology. CHDK works with canon cameras costing as low as $70 to as high as 700$ like the G1 X.  I want to use CHDK to understand the technology behind the workings of  cameras and would also like to write code in C that would add new features to CHDK over a period of time. I understood PC's the day I could write device drivers. For my needs which would be the right Canon Camera to purchase. I am based in Mumbai India.

That's a bit like asking "What Ford car should I buy to learn to be an automechanic".   However, off the top of my head I'd suggest getting the cheapest supported Canon P&S you can.  CHDK works pretty much the same in all supported cameras so the lowest cost solution might make you more comfortable experimenting when you get to that stage.

As waterwingz said, CHDK pretty much does, but the pretty much can be important.

Obviously, some features depend on particular hardware or features in the Canon firmware. This isn't clearly written down anywhere, so if you need a particular feature, you'll have to do some research.

There's another, less obvious factor too:
Ports are made and tested by people who actually have the camera, not some central team of CHDK experts. Frequently, the people who do this have never used CHDK before. This means that which features are tested and how well they are tested varies a lot, and the anyone who doesn't have the specific camera probably won't know. As developers, we can't just look at port and know whether everything works correctly.

If you want to do some research before purchasing, your best bet is probably to make a shortlist of supported cameras you'd be interested in (by price, form factor, zoom range etc) and then look at the wiki page and development threads for those model. You should also check reviews of those models: if a camera has poor image quality or bad performance, CHDK won't fix that. Generally, a camera that is better without CHDK will also be better with CHDK.

First things first. With any supported camera you will get ISO10-ISO3200 and 1/10000-64s , CRW/DNG, and a way to overcome limitations of canon's UI on cheaper cameras.
As with all open-source software it grows better over time. So even your 10 years old DIGIC2 camera will gain from DNG format improvements made today for latest cam.
Older cameras were around longer and gave more time for people to fiddle around. So you can get custom lens configurations (like even closer macro mode or further tele mode), even better ISO and exposure etc.
If you want to use CHDK right away best would be to buy camera that is at least supported as alpha.
e.g as of today 70$ A3200 or 90$ A3300 would be quite limited with original firmware but will become good useful cameras with CHDK (both are already BETA thus having stable release soon)

Small correction: ISO overrides generally do not have any effect beyond the Canon range.
