The tool in the partitioning method you suggested set a 2 MB partition and I could not find a way to change its size.

Yes those two can't but Windows Disk Manager can. In WDM if the SD card is 4 GB it gives me a choice to format FAT16 or FAT32. If it's 8GB then the only format choice if FAT32. Those are the only operations I can do in WinXP.
