I'm not sure how that test works (I may have tried it but it's been ages). But if it blinks each number for 10 ms and then turns it off, then my hasty interpretation of your result is 240 to 250 ms and that you need to try this on a monitor that can switch from white to black faster i.e. maybe try it with an LCD screen or a better quality CRT.  :-[
