RAM dumper (debug tool) improvement

• start address and dump size can be specified, defaults to all RAM
  
• doesn't try to dump while a movie is recorded
  
• skips existing dump files (instead of overwriting)
  
• dump can be delayed by 0..10 seconds, and is done by spytask
