You don't need to add it to the user menu, you can run it from the file browser. The user menu just makes it more convenient.
Okay - thanks.   Not to complain here, but isn't it kind of a very specialized bit of functionality unlikely every to be useful to anyone but someone developing CHDK code?

Possibly (as I noted previously).
It is based on the ability to add scripts to the user menu - since the underlying code was already there, the changes were minor.

I've been thinking and planning about how a user manual rewrite for 1.2.0 might go (assuming nobody else volunteers to do it).  Explaining things like module load menu items at a user guide level is tough - other than saying "System function - do not use."

If you think it's too confusing, I could add an option in the user menu settings to enable/disable it.

Although personally I'm against dumbing things down too much.

Not worth adding yet another menu option for this - I'd say just leave it.   And I'm starting to lean more towards the "if you don't want to experiment and learn things for yourself,  CHDK is not for you" camp these days too.
